Notice on the Call and Selection
for China-Africa Digital Cooperation Demonstration Projects

To relevant organizations: To implement the outcomes of the September 2024 Beijing Summit of the Forum on China-Africa Cooperation, deepen technical and industrial exchanges in the digital sector between China and Africa, and present the positive results of China-Africa digital cooperation, the Call and Selection for China-Africa Digital Cooperation Demonstration Projects is hereby organized in accordance with the Forum on China-Africa Cooperation - Beijing Action Plan (2025-2027). The relevant matters are notified as follows: I. Scope of the Call China-Africa Digital Cooperation Demonstration Projects shall involve participation by both Chinese and African parties and generate positive economic or social benefits. In principle, projects should have been implemented after September 2024 and should have achieved substantive progress by the time of application submission. Demonstration projects include two categories: digital infrastructure development and digital transformation. II. Application Method and Timeline Application method: enterprises shall register, log in, complete the Application Form for China-Africa Digital Cooperation Demonstration Project Selection online, and submit the relevant supporting documents. Complete Company CertificationRequired

After account registration, complete company certification in the personal center. Applications may be submitted only after the certification is approved.

Complete the Application Form Online

Log in to the China-Africa Digital Technology Cooperation Center and complete the Application Form for China-Africa Digital Cooperation Demonstration Project Selection.

Submit Supporting Documents

Upload supporting documents and attachments affixed with the official company seal. After confirmation and submission, the system will generate a unique application number for subsequent status inquiries.

I. Applicant Eligibility Requirements

  • The applicant organization shall be the principal Chinese participant in the project.
  • The applicant organization shall be an enterprise legally registered in China with independent legal person status.
  • The applicant organization shall have the technical, financial, and operational capabilities required for project implementation.
  • The applicant organization shall have no major record of legal or regulatory violations, and no major safety, quality, environmental protection, or credit-related issues.
  • The project may include an African institution as a joint applicant organization.
  • Each applicant organization may submit no more than three projects.

II. Application Conditions

  • The project shall have demonstrative and leading value, enhance local digitalization, and generate positive social impact.
  • The project shall be recognized by the local government and project owner in Africa, and shall have sound economic or social benefits.
  • In principle, the project shall have started implementation after September 2024 and achieved substantive progress by the time of application submission.
  • Digital infrastructure projects shall have an investment amount of not less than RMB 30 million or an equivalent amount in foreign currency.
  • Digital transformation projects shall have an investment amount of not less than RMB 10 million or an equivalent amount in foreign currency.
  • Projects conducted in cooperation with government departments, talent training and capacity-building projects, and public welfare or livelihood projects may be exempt from the investment amount threshold.

III. Application Material Requirements

  • Application materials shall be true, accurate, complete, and properly prepared.
  • The application form shall be completed as required, with corresponding supporting documents provided.
  • The materials shall be detailed and logically structured.
  • Electronic application materials shall be submitted before the prescribed deadline.
  • Applications with incomplete materials, non-compliant formats, or late submissions will be deemed invalid.

Application instructions:After completing company registration or logging in, the applicant organization shall complete the Application Form for China-Africa Digital Cooperation Demonstration Project Selection as required, and submit project supporting documents, cooperation evidence, progress statements, and other relevant attachments before the deadline.

Application commitment:The applicant organization undertakes that all submitted information and materials are true, accurate, complete, and properly prepared, and that the project involves no unlawful or non-compliant circumstances. If the materials are incomplete, fail to meet format requirements, or are submitted after the deadline, the applicant accepts that the application will be deemed invalid.
